Forcing the public to pay a bill late.
Californians will be denied at the DMV if they go to pay their license renewal bill on time! Brown is telling us that it's okay to pay past due. In fact, he's forcing us to pay the bill late, so we pay the higher rate. This is extortion. How can he get away with this?
